8. If a senator is from a state with a Democratic governor, in except for only a few states

(none on this list), that governor can appoint another Democrat to fill the vacancy until the next election. Governors usually have lieutenant governors of the same party who would take over. They won't choose anyone that would cause the loss of a Dem seat.
