The propagandists know that they only need to plan far enough ahead to distract Trump's drooling KKKultists, even if the distraction is entirely nonsensical. It gets the KKKult to "look over there!" and that's enough to change the news cycle.

After that, the KKKultists will do the heavy lifting themselves, justifying the nonsense for the sake of maintaining their insane KKKult dogma.
