You're positing that there are so many changeable votes in those two states that candidates would just spend all their time trying to woo more Californians? How does that work?

Those proportions don't change much from one election to the next. Seems to me like a prudent candidate would spend a lot of time campaigning in big cities, regardless of the color or size of the state.

Wouldn't that make more sense?
