Guam and American Samoa with Hawaii. As for the "push", these so-called territories deserve the right to self-determination, as opposed to a legislative decree from Congress and President. One consideration is taxation. Correct me if I'm wrong, but the non-voting U.S. citizens of Puerto Rico pay no federal income tax. That would dovetail with " no taxation without representation". If Puerto Rico was to become a fully-fledged state, would an obligation to pay taxes to the IRS go along with it? This type of consideration is why Puerto Ricans (and citizens of other territories) need to weigh in for themselves, before Congress decides to take up the issue.
