what is your rationale for their restraint?

Their restraint in what, not using nukes? Not killing more people? They've found the sweet spot where they can kill/displace enough people for their goals without alienating their largest, richest and most powerful and generous ally. Not an easy trick, but they've found it easier than I might have expected.
