Trump's "context" is part of the gaslighting. He talks in code, so he adds random "context" that gives him plausible deniability that he implied that Cheney should be in front of a firing squad.

His comment was planned.

1) He wants to say that Cheney should be in front of a firing squad.

2) He obviously can't say that directly.

3) He adds his "context" by starting off saying that she's a war monger.

4) He riffs on the war monger theme until he can let it flow into the firing squad theme.

5) He then denies that he implied that he suggested she should be placed in front of a firing squad, claiming that his comments were taken out of context, and that he was talking about her being a war monger.

Believing that anything Trump said in that exchange has anything at all to do with the context means that you have been gaslighted.

This has been Trump's MO forever. It's how he operates.
