13. The 1973 OLC memo is not presidential immunity per say.

It simply states that sitting POTUS cannot be investigated while being a sitting POTUS. It doesn't say a criminal POTUS is immune after no longer occupying the function from any criminal action committed.

It states that impeachment and removal by Congress must come first (a wet dream since political parties have been copied from the British system, which the US fought and won against...).
