47. If republicans aren't willing to negotiate with Dems, the shutdown is THEIRS to own.

They need Dem votes on cloture.

If they want those votes they need to negotiate with Dems.

If they refuse to negotiate, the shutdown is THEIRS. It is their choice to refuse to work with the people they need.
