(149,642 posts)In congressional districts, there is a limited subset of the population. What can happen in one district might be impossible in another. Same thing for Senate candidates. Depends on the state. It's much tougher for a newcomer to win in a statewide election. That makes a new face an unlikely candidate , whatever the party.
Same thing in state legislative offices, which are widely considered the growing ground for new people in politics. Each district in every state has a different makeup and different candidates will win or lose than in some other district.
Anyone can win if he or she fits the local constituency. And, anyone who does not fit will not win, regardless of all other factors.
Bottom line is that the question, as asked, has no reliable answer. It always depends.
