because he hates schools. They serve the general populace, whom he despises, and have a tendency to educate people to be bright enough to see he's a criminal. Stephen Miller needs more less-educated white people to replace the non-whites he's imprisoning/chucking out of the US, in the lowest-paying, physically-hard jobs. Undocumented immigrants take the worst jobs because they have to keep their heads down; Miller needs people who will do what they're told without having an alternative.
