Need to hit the sweet spot where the members come into power but are still idealistic.

IMO the best and most easily passed law would split the difference: allow them to trade but require public notice before consummating any trade. This makes enforcement trivial as regulators need only look at the timestamps of the disclosure and the trade, rather than preparing a case on amorphous concepts like "intent" or "knowing".
