6. Have people been allowed in under this program since 1999, or was it 1999-thru-some year?

Like, was this a specific tranche of 50K people given TPS from 1999-2002 (or some such) due to some particular crisis, or has the 'the program' been open all along, and therefore the 50K people have actually been here X (unknown) number of years (up to 26)?

I only ask because tend to share things I read on DU in other places, but I hate when my facts are challenged and I turn out to be wrong because I trusted something someone posted on here, then have egg on my face.

In any case, this is horrific, and yes, it most certainly appears like there is a purge of people of color from the USA
