Obviously not. In the US farms are largely concentrated in rural areas, people on Medicaid are largely concentrated in urban areas (yeah, there are exceptions). How are the people from the urban areas going to get to the rural areas to do the field work? Commute? Impractical if the designated workers are in Chicago and the strawberries need to be picked in California. Build housing nearby for the people coming in to work the fields? That's sounding a mite socialist. Have the workers just move around to where the work is? We tried that in the 1930s and later.
