when was it?

If it was when Obama was President and they were all very busy governing or running for President, wouldn't they have leaked them in 2016? Also wouldn't it have been leaked to be used in the FL trial this making the sweetheart deal a political impossibility.

If it was during Trump's first term was it before his federal trial? If before wouldn't it have been done to greatly strengthen charges in that trial? If not before the trial, was it before or after his death? Not to mention, Biden did not use it in either 2020 or 2024.

This ignores the fact that Obama, Clinton and Biden are extremely unlikely to do this. All have reasonably long political careers and were never accused of anything like this. Not to mention, the right has waited for this to name Bill Clinton, which would not be the case if they wrote it
