are these flag decals not common in Virginia? In SW Florida I doubt that I have driven five miles in the last ten years without seeing this decal on a vehicle. I have only seen the actual flag on trucks flying flags, but the decals are quite common and becoming more so. They are common in the Panhandle of Texas as well.
