Get used to this. The old "take 33.3% off the top for administration" rule is passé. Under authoritarianism the majority of the money goes straight to the top, whether or not the work gets completed.

The other points reinforce this. The less detail in the plans, the easier it is to suck off money. Authoritarians are leeches on the body politic.
