Rush wasn't denying it — it was mockery to show his disdain for the idea that they would vote in their own best interests. In fact, a healthy democracy depends on exactly that. Emanuel Kant once said that even a society of devils could govern themselves peacefully with a democracy if they voted for their own self interests and granted all others that same right. Rush just didn't like democracy — he preferred authoritarian oligarchy to make sure the "right" people got their way. Same as it ever was.
