5. Funny, but CA was explicit in explaining Prop 50 was a response to partisan redistricting by Tx, not racial.

The Tx law was ruled unconstitutional as it clearly employed racial redistricting to achieve their partisan goals. CA was careful to not allow the question of race to enter into Prop 50 in any respect.
