56. I'd think a civil false arrest suit for $10b might get their attention

Defense lawyer should insist the arresting "officer" show up in court, hand them civil damages papers in the hallway and make them prove they were following orders.
A few well-publicised suits like that would hopefully cool ICE's jets.
