similar to the rest of the food industry. If you want to make your own the odds of getting in trouble are pretty slim, the same as if you want to bake your own cupcakes. On the other hand, if you want to produce and market things for public consumption there are regulations set up to ensure that the product is safe.

Most regulations like that come as immediate responses to cases of sickness or death from contaminated or poorly prepared products. Its one of the better and most rational things that government does, generally speaking.
