Just ask the North Koreans, the Viet Cong, and anybody else we've fought less than total war with, may as well negotiate it now. Even Hitler didn't declare war against the US until after we had declared it against his ally, Japan. And who's to say that he wouldn't have turned on Japan eventually, like he did on Stalin?
