When he/she says must find a new domicile to take them, they mean find a shelter to take them ( a domicile for them not necessarily together with the owner), not "magically" come up with money for a better apartment/house that allows pets.

They are saying someone who drives off leaving their pet on the back porch with no food or caretaker is a cruel person.

Have you seen the commercial where a car is driving down the country road, stops, puts the dog out in the road and then drives off? It is gut wrenching. That "owner" is the type of person that is a waste of oxygen. If they can find themselves somewhere to live then they can find somewhere for the dog to live even if they can no longer afford to keep it themselves.
