Well, if some religious poobah with a giant hat said it, it MUST be true!
I think animals have consciousness, of varying degrees- obviously a lobster is not a sentient as, say, a dolphin.
A "soul" is a religious concept, but as far as "settled doctrine", many Buddhists believe that animals have the Buddha-nature, just as people do.

Sometimes they have to leave, and can't find a affordable place that takes pets.

Some people amazingly think the pets will do better than being sent to the animal shelter.
