1. The CA gun violence restraining order would not have applied.

Flanagan had been fired 3 years ago and there is no evidence he had made any specific threats against the two that he shot. They had not tried to get a restraining order against him. He had made allegations in legal filings with the EEOC and the courts but nothing outside of that.
