Which is why there was that infamous briefing. I think Cheneys visits to the CIA offices was to silence them and let it happen so he could start a war or two or three. He is still trying. Bush was just a dumb-bunny and conveniently gone from DC that day. Norad was told to stand down while training exercises were being conducted. People have selective memories. Threats of using planes was well established and documented.
