In 1974 a guy named Samuel Byck decided to assassinate Nixon by hijacking a Delta DC-9 at BWI and crashing it into the White House. He shot and killed an airport police officer, then entered the airplane and killed one of the pilots. He shot himself before he could force anyone to move the airplane. https://en.wikipedia.org/wiki/Samuel_Byck

In 1994 a FedEx DC-10 was hijacked by an angry employee, Auburn Calloway, who intended to commit suicide by crashing the airplane. The crew was able to subdue him but all were seriously injured. He's still in prison. https://en.wikipedia.org/wiki/Federal_Express_Flight_705

So it's not like the idea of using an airplane as a weapon was exactly novel as of 2001.
