With the demise of the Soviet Union there came a realization of, "Be careful what you wish for." on a massive scale.
The authoritarians had to bring their Iran-Contra mentality to the domestic arena for, despite all their efforts to the contrary, there were no remaining undefeated enemies.
The Oligarch's learned they could get away with absolutely anything. And why not when the system was designed to deal with the entire Soviet empire.
We have watched this ugliness unfold before our eyes since then.
