The article is marked "UPDATED 18:09, 15 DEC 2015", and that's GMT (my and the Mirror's time zone), about an hour before this thread was started. And everyone else is completely ignoring the several paragraphs about the UK government selling off IP addresses to make a quick buck. Here it is, for all those who were too shagged out to read to the end (the middle, really) of the article:

However, when Mirror Online traced the IP addresses obtained by VandaSec, we found they actually pointed to a series of unpublicised transactions between Britain and Saudi Arabia.

The Cabinet Office has now admitted to selling the IP addresses on to Saudi Telecom and the Saudi-based Mobile Telecommunications Company earlier this year as part of a wider drive to get rid of a large number of the DWP's IP addresses.

Which is far more believable than honey traps or false flags, but less thrilling.
