(7,261 posts)42. Many corporations pay little or no tax but consume the most water.
IIRC, here in Ohio a couple of years ago a state congressman who happens to own a water bottling company was on the verge of getting a sweetheart deal for FREE water from Lake Erie, unlimited quantity. When it hit the news the governor quickly backed out.
If my recollection is incorrect hopefully someone will come along and correct me.
I understand the point you're making but I think there would need to be a distinction between water for life vs. for profit.
