you cannot ban. That is the price you pay for the benefits of belonging to a trade compact. By definition any trade agreement or any treaty for that matter means you are giving up some national sovereignty.The EU has decided the science does not support a ban. So France either has to comply or pay some kind of trade penalty - or pull out of the EU.
