39. I was on the voter rolls for my precinct in West LA all the time I lived in

NYS--over 4 years. Then for years after I moved to Houston.

I lived there when I registered. But I moved, got NYS then TX DL and addresses, had residency in those states ... But never told the LA elections board that I'd moved.

I've also seen the nice girl behind the DMV counter offer to perjure herself to let people with fake documents getting real IDs (but not Real IDs) get registered to vote. Having a check at some point's not a bad idea to find corruption in the system, as long as it doesn't introduce even more corruption or prove too burdensome on the electorate.
