civilians knew about it and some of them took advantage by expanding the breakout, with the civilians subsequently taking revenge on civilian targets.

That was my take on it anyway.

Even if true and I think considering Gaza's decades old mass lockdown, open air prison status, that there is probably some truth to it. Having said that, the total number of terrorists that were in on the attack is minuscule compared to the population of the city. So I have no doubt the vast majority either had no idea or are too young to do anything about it.
