2. Wow, that is annoying

Maybe not a 10-alarm fire, but more than concerning. No one can tell you what to do exactly because his behavior is unknowable. I think you're doing the right things with the cameras, get them operational. Personally if it were me, I'd have a chat with the local police chief to ascertain the manner in which regulations, laws are enforced. I'd emphasize I don't want to escalate, perhaps initially not even ID the identity of the source of vandalism/harassment (because that's what it is). And ask for guidance to calm things down. You just want to be left alone, live your lives as always, and not have problems for anyone.
