I could see it for using a ramada at the park. In fact, I paid $40 for a ramada so people could use the tables to if they needed to make signs for out protest back in May.

Time for Tempe's city council to go find different jobs where they can't push people around for exercising their rights. By the way, does Trump have any outstanding bills with Tempe for special traffic control and/or security for any rallies he may have held there? Just curious.
