but let me add: homelessness caused by mental illness and addiction problems has been an unsolvable California problem for decades. This might be the only way.

Let's make sure though that with proper treatment, and if/when cured, there's an exit strategy for these folks. Most important? DO NOT LET FOR-PROFIT ENTITIES RUN ANY PROGRAMS.
