3. Dovell Act repealed 2020!!!

I went down a rabbit hole after reading about Alice Jackson and the Dovell Act. I saw that the Va Act of Assembly that created this law, (which paid for African Americans to attend higher institutions of learning outside of Va, to keep them from entering those in Va) was not officially repealed until 2020!!!! Really?
You or anyone know when the last time someone would have been able to get Va to foot the bill for an African American student to attend college out of state? Curious. Could someone truly have taken advantage of this up until 2020 when it was repealed- seems insane. Schools were integrated way before 2020, even with current inequities and inadequacies.
