As the excerpt implies, the goal is to develop "muscle memory" so that the adrenaline surge and other physiological effects produced by an actual fight-or-flight situation can be at least partially overcome. I always tell any of my friends contemplating getting a firearm for protection that they shouldn't do so unless they are willing to commit to regular range time.
I shoudl also point out that there is a wide range of human reaction to these types if high-stress situation. Some react in the rather extreme manner cited (near-complete shut-down on several levels), others see very little change. It's pretty much impossible to predict how you will react until you're actually in such a situation.
