You do want to repair ball joints if they are failing (a broken ball joint can turn the wheel sideways and cause an accident). Ball joints can be difficult to remove if they are rusted and frozen in place. But they are not particularly expensive to buy from an after market parts supplier. Hopefully, the grand total for the repair was considerably less than the $4000 quote.
