surrogates and/or bosses, gets another bill the people will have to pay?

That threat doesn't sound legal to me. How about calling their bluff and taking them to court based on that threat alone?

Is it possible for the PEOPLE, those whose benefits are under threat to file a class action suit? The document says that the State of Ca is not to use the case as a precedent. What legal basis do they have for making that threat anyhow?

But a class action suit by the beneficiaries is not the State of CA and they are really the ones being threatened. I don't see any downside to such a suit. I have a feeling rather than risk publicity of their authoritarian edicts they might be willing to settle?
