It doesn't work like that. There are only 2 ways to get in the Hall of Fame - mainly get 75% of a large panel of baseball writers to vote for you while you are on the eligible ballot which lasts for 10 year. Clemens already failed this. A significant portion of the writers rejected him every year. The second way is after a player falls off the regular ballot, he can be considered by an "Era Committee", a small panel of 16 former players. The player still must get 75% of the vote. The entity known as Major League Baseball and the Commissioner have absolutely ZERO say in who gets inducted into the Hall of Fame.

Apparently Clemens received fewer than 4 votes in the December 2022 Contemporary Baseball Era committee ballot. He gets another chance this December. If he gets 4 votes or less again, he's permanently excluded from the ballot unless the Hall of Fame decides to change their rules at some point in the future.
