It required 3 provinces voting no by more than 2/3 of the votes in those provinces in order for the thing to go down in flames. That means that nationwide, 65% of those voting could have voted against it and IT COULD HAVE STILL PASSED!
And the weird thing is, even with the fraud in the election, it almost did not pass!

freedom is on the march. Well, bush administration democracy and freedom that is. That's an entirely different brand than REAL Democracy and Freedom.

If it's over 50%, I'll feel a bit better about the outcome. If at least a majority nationwide voted in favor of it, there is something to build on. There will still be insurgents, but they could overcome that with a majority in favor, especially if they cna get some Sunni leaders to agree.
If on the other hand, the population of the three provinces that voted no (including the one that did not reach 66.666666666...% no) was high enough to bring the overall percentage of no voters above 50%, then this constitution is completely illegitimate and there will eb no way to stop the civil war.
Since the overall percentage is not being reported, my suspicion is that this constitution passed with less than 50% of the voters supporting it. That will mean endless civil war if it is the case.

IF fewer than 50% of those casting votes voted in favor of the consitution, then we will never know. I base this on the blatant whoring by American media.
So it's simple, if the total percentage who voted yes is never reported, then you can safely assume that fewer than 50% of the voters ratified the constitution.
