I tended bar for a loooong time--last call is generally given 15 minutes before the mandated hour, and regardless of the time change, last call is given and the magic hour is reached.
I don't think that this is really closely regulated, but owners & employees like to side as closely as possible to local laws...plus, it's late and we always want y'all to get the hell out.

must often get aggravating. I can't blame staff for wanting out ASAP at the end of a shift. I cocktail waitressed while in college, but remained drunk most of the time, myself. Don't think I could have stood it sober.
