It requires your job to pay a portion of the health care and I think the government is also subsidizing it. Therefore you might need to have a job in order to benefit. But I am not to sure.

We need to insure out-of-work people, too.
Plus, with the current unemployment rate, just the people with jobs isn't nearly all the people.
