not be taxed. but those receiving $20,000 and up in HC benefits could be taxed on the amount above the average. That would eliminate any taxes on most people and take a little bit from those who already have a lot.

Problem was that was McCain's proposal in 2008 election and Obama went after him hard for it. How can Obama now adopt the position he ran ads and gave speeches critizing McCain for suggesting?
