For everyone to have access to health care, we have to have everyone in the same risk pool. When there is more than one risk pool, we all want the sick to be in the other pool from ours - that is why a public option would be difficult.
The Medicare For All approach is a touch sell in some circles, not because it would not be better, but many do not like the idea of having to belong to a government run health plan. This is somewhat strange, because Medicare, a government run plan, is very popular.
Colorado and New Mexico are trying another approach - a health care cooperative for the entire state.
