I finally got it! I realized why Bush did nothing to stop known suspects!

Bush was handed the information that there were people with suspected terrorist ties taking flying lessons in Florida.

The person who handed this to Bush said "There are terrorist suspects learning to fly commercial jets in Florida."

Bush, paying about the same amount of attention as he does at any other time in his life, heard this:

"There are ... fly ... in Florida."

Bush responded with is normal cognitive brilliance:

"I'm getting tired of swatting at flies."
