Getting shot hurts. Getting medical treatement requires the attending physician to notify the authorities in the event of a gunshot wound. A GSW at a hospital will prompt all sorts and kinds of uncomfortable questions that an incapacitated desperado would like very much to avoid.

You can be sure the desperadoes are aware of that fact.

i lived in Nopomo, they had a terrible gun and gang problem. for a month they played a series of videos about, "don't use a gun" "if you show a gun in a confrontation the police will shoot you dead with no warning.!!" the next couple months removed quite a few Darwin Award candidates, but then the gun slinging faded away and things quieted down.

just like when Beaverton passed the law that anyone committing a crime in or about a car would lose the car, even if borrowed, and go to jail, crime vanished, the hookers and drug dealers had to go to Portland to make a living.
