Not good.
"Por Ye Lor, 31 walked into the store on Dale Earnhardt Blvd. and got into an argument with his wife, Zoua Xiong, 25, a cashier at the store, Lowe's Spokesperson Karen Cobb told WBTV.com. Lor shot Xiong, then killed himself, Cobb said."
If he was indeed 'a lawful gun owner' then he was indeed 'a CCW holder' (with or without the NRA card). I am going to take a guess too...if your guess is right, then licensing of gun owners, background checks, registration, and limited tranfers would not have solved THIS problem.
In order to get a handgun in NC, the purchaser must "present a valid permit to purchase a handgun or valid North Carolina-issued concealed carry permit." And "Under North Carolina law, it is unlawful for any person, firm, or corporation to sell, give away, transfer, purchase, or receive, at any place in the state, any pistol, unless the purchaser or receiver has first obtained a license or permit to receive such a pistol by the sheriff of the county where the purchaser or receiver resides, or the purchaser or receiver possesses a valid North Carolina-issued concealed carry permit....This requirement to obtain a permit prior to the transfer of a pistol applies not only to a commercial transaction, typically at a sporting goods store, but also between private individuals"
My guess is, IF he was a lawful gun owner, your 'solution' falls short in protecting the victim. I guess you will need to add more restrictions to it.
North Carolina Concealed Permit: Shall Issue to Residents Only Issuing Authority: Sheriff of the permittee’s county of residence
Out Of State Permit Issue: North Carolina does not issue permits to non-permanent residents. In order to obtain a permit you must establish permanent residency in North Carolina.
NICS check: Yes, a background check is done through the local Sheriff’s office. ... Requirements: The sheriff shall issue a permit within 90 days after receipt of a complete application to an applicant who: • is a citizen of the U.S. and has been a resident of the State for at least 30 days immediately prior to filing the application; • is at least 21; • does not suffer from a physical or mental infirmity that prevents the safe handling of a handgun; • has successfully completed an approved firearms safety and training course which involves the actual firing of handguns and instruction in the law governing the carrying of a concealed handgun and the use of deadly force; • is not ineligible under federal or state law to possess, receive, or own a firearm; • is not currently or has not been adjudicated or administratively determined to be lacking mental capacity or mentally ill; • has not been discharged from the armed forces under conditions other than honorable; • is or has not been adjudicated guilty or judgment continued or suspended sentence for a violent misdemeanor; • has not had judgment continued for or free on bond or personal recognizance pending trial, appeal, or sentencing for a disqualifying criminal offense; • has not been convicted of an impaired driving offense within three years prior to the date on which the application is submitted.
Edit: Also hugely guessing this incident involved a handgun.
