All gradations on the LIHOP/MIHOP scale have some support here. Some of us are mostly skeptical or agnostic with more or less degrees of leaning.
Are you asking whether everyone agrees it was merely incompetence? If so, then no not everyone here agrees with that.
Are you asking whether everyone agrees it was at least incompetence? Surely everyone everywhere must cede at least that.
Clarify, please.

It is hard to tease out the answer to this, so let me try to rephrase.
-Do you believe FAA transcripts were trashed as part of a coverup of negligence? -Do you believe there was an attempt to coverup criminal negligence such as the failure of NORAD? -Do you believe that there is any coverup associated with orders (or lack thereof) to shoot down planes? (including embarrassing things like unlawful orders by Cheney, etc.) -Do you believe that some of it is cover up due to the existence of double agents? (not necessarily the hijackers themselves, but some kind of deep association with CIA, etc.)
These are some of the ones that come to mind. I am sure I could come up with many more questions with time and with others' contributions.

1. No. 2. No. 3. There was a coverup. The 9/11 Commission exposed it. Dick Cheney gave orders to shoot down airplanes without proper authorization from the President. After he did it, he was asked to confirm the orders through the President by people in the PEOC. He did so. Later Bush and Cheney (with some slight support from Rice) said that Bush had given Cheney the authorization before Cheney gave the order. Every other piece of evidence (from statements to logs) shows the truth. 4. I'm open to the idea that a couple of the hijackers themselves may have been playing the CIA the way that Ali Mohammed was. But I believe they got in the country on their own. (That's why my answer to #2 is No. If I thought it was true, then that might constitute criminal negligence.)
