Specifically, when will Congress formally pass legislation to bring back some kind of a draft (or "national service)?

When I was drafted I went to Vietnam. The draft triggered the hue and cry for accountability by the government over the war. The Republikans avoid accountability and generally shift it downward to us common folk. They will increase their "therapeutic deficit" and offer financial incentives to create a military of the same "classes" of men and women they would normally draft. Also women may get their chance at the infantry. :donut:

Bush wants a ground war, it transfers money to his dad, Halliburton, and RepubliCON donors. If draft takes RepubliCON children the war will end about six months from draft start. In case of 2008 election loss, there will be less call for accounting if war is finished for the war profits than if a Dem takes over a the war in 2009.
Still needs a volunteer army to avoid Vietnam style do-nothing-at-all and kill (frag) the new leaders who order battle engagement. Will keep economy down for this and to keep peon salaries low for donors.
Just a guess. Could be March 2005, could be none at all...
